    Smith’s description of Arup’s design trajectory places mapping and quantification as a vehicle for appropriate architecture. He quotes Patrick Geddes in that “a city is more than a place in space, it is a drama in time,” in explaining the temporal dimension of change and how to identify spaces in time. However, I would argue that the notion of mapping a region in terms of its temporality becomes problematic when, for example, “drivers of change” are constantly evolving and oftentimes transient. To create a framework for a particular practice through primary mapping that is considered a “drama in time” may stymie the design process if not given a boundary. If the inherent issues of a particular space, city, or region are embryonic, would not the mapping process then become continual, never actualizing into a formal design? If limitations to the mapping procedure are set in place (which they eventually must), they would be done so by the Arup design team, implicating that the practitioners outside the realm of those designed for would be the determinant for setting priorities in a particular project, possibly undermining those perceived priorities by eventual residents.
    In his example of the project in Wanzhuang City, Smith underscores the cultural imperative that comes into play within any urban design venture. This project seeks to create an eco-city with a focus on agriculture and will accommodate a projected population of 400,000 by 2025. The Arup website states that the mapping process includes investigation of local knowledge and farming skills of the residents as being vital, and goes onto explain that a multidisciplinary Arup team has prepared a detailed master plan of the Eco-city. I question here the rigor of the integrated design process in terms of local inclusion. Is a master plan for urban-rural connection a best practice for this time and space in the perception of those that will inhabit the city, or is this a request of the governance with the design team for “best practice?” Smith states here that the “operation of the collective is easier to do” which is troublesome primarily because reaching a consensus among 400,000 individuals is seemingly idealistic. At a certain point, the designers must interject what they believe to be the fundamental issues in order that the design process can proceed. The equity of individuals involved in the design team, including the local players, is questionable in that a certain point, the move from socioeconomic to physical solutions must be authorized by the design team with their own prerogatives. At the end of the day, considering all the mapping and quantifications with input from regional agents, it is the “multidisciplinary design team” that are the ultimate drivers of physical change.
