E’ sorprendente come twitter stia frastornando facebook. Ma forse no.
Dopo questa mia profonda riflessione, consiglio a tutti – anche a quelli che schifano i social network – di appuntarsi l’account di Giovanni (che twitter si può seguire anche senza starci dentro). Io lo seguo e lui mi onora seguendomi.
Lo voglio celebrare con questo post parafrasando il Travaglio della prefazione al libro della banda Spinoza:

“Appena leggo un tweet di Giovanni, finito di ridere mi incazzo con me stesso perché avrei voluto tweettarlo io”.

Dopodiché, quando penso a Giò, spesso mi viene in mente l’inconfondibile voz de Julio. Ma si sa, non ci deve essere sempre un motivo per tutto.

    The stamping of origin certificates by most US Chambers of Commerce is an exercise in wasted time & effort. Most US Chamber’s personnel have little to zero training regarding origin certificates and simply sign/stamp
    these documents as a matter of course.
    The only reason to have such documents stamped/signed is to complete an export transaction, usually governed by some type of letter of credit mandating a stamped/signed origin certificate.
    Whereas in most non-US countries, the chambers act as a quasi government agency, the US chambers are for the most part dedicated hard working local business people who nonetheless are unqualified to review, approve and stamp/sign any origin certificate. They simply do not understand these documents nor their content or format.
    The burden of proof as to the quality/accuracy of any origin certificate, properly falls on the USPPI and or the US Importer of Record.
    Although little actual value can be placed on a US Chamber stamping/signing an origin certificate, I do agree that the practice of lending out their “official” seal/stamp should cease.

    Given that the exact phrase “for the purpose, among others, of” has been well attested for more than two hundred years, I don’t think anyone could argue that “for the purpose of” necessarily means “for the sole purpose of”. The article tries to imply that the prosecutors’ case would require “for the purpose of” to mean “for a purpose of”, but that’s simply not how the words “the” and “a” work; it’s obvious that “the purpose of ___” does not imply that no other purposes exist, just as “the tall man” does not imply that no other men exist. I think that the “the”/”a” question is really a red herring. The same question could be posed with an expression like “for fun”: if a law forbade contributions that were made “for fun”, would that imply that it only forbade contributions that were made “just for fun”, or would it imply that it forbade any contributions where fun was a motivating factor? (As Jon Weinberg says, the real question is legislative intent.)
